COSTA Coffee, Greggs, Ladbrokes and Subway could all be opening new shops at Gallagher Retail Park in Cheltenham.

Owners of the out-of-town centre say the recession has hit shops hard and they are hoping to get the gambling and food outlets to move in.

The Gibraltar Limited Partnership, which owns the suffering Tewkesbury Road site, has asked planning bosses to change the use of one of its outlets to let the chains in.

The four high street names have expressed interest in opening up in the Swindon Village park, which opened 20 years ago and is currently more than 20 per cent empty.

And if the proposals go-ahead it could mean an extra 36 jobs for the spa town.

The new shops could move into the former Easy Living store, which has been vacant for more than three years, since the company went into administration.

The bookies and the rest of the chains have vowed to keep their town centre stores open if the development is allowed.

The Costa Coffee shop would include an outside seating area, while the owners of the site believe the betting shop could add footfall to the park.

In the application it states: "The aim of the vehicle is to bring about improvements to the retail park, which has suffered and is suffering from retail occupiers falling into administration.

"The level of benefits to be achieved from the proposal in terms of economic growth, economic stimulus and employment is high."

The plans also include remodelling some of the other empty units and the public realm.

It adds: "Together the proposals increase its status, attraction and gives stability to its employment generating ability.

"All proposed occupiers are represented in Cheltenham town centre and these proposals are complementary and not in replacement.

"Conversely the proposals will add support to the comparison retail function of the park, which presently has a 21 per cent vacancy, and will increase the probability of the other vacant units becoming occupied with further employment growth. There are significant economic benefits to be attained."

Swindon Village resident Peter Ryan, 66, said: "It would be great to see more businesses at Gallagher. It is a bit dead at the moment so to see it looking busier would be very welcome."

Planners at Cheltenham Borough Council hope to make a decision on the proposals by Tuesday, September 10.
