Walker is 'punched' in Quiet Lane speed row

THE peace of an official Quiet Lane was shattered in a row about speeding.

Rodborough resident Alick Miskin was out walking with his dog in the parish's 20mph zone when he claims an argument occurred with a motorist.

A 42-year-old local man has now been summoned to appear in court in connection with an alleged common assault on Mr Miskin, police said yesterday.

The accused driver was offered restorative justice but did not reply.

He will now appear before magistrates in due course, police spokesman Simon Masters said.

"The victim was walking his dog along the 20mph road when a vehicle approached," said Mr Masters.

"There was then an argument about the speed on the road between the injured party and the driver of the vehicle."

Mr Masters added: "The victim walked away.

"It is believed that the driver of the vehicle came out and punched him in the face and then there was a bit of a fracas and the offender drove off."

Mr Masters said the alleged offender was originally arrested and then released pending further inquiries.

Mr Miskin, 61, is a Rodborough parish councillor.

He was a key supporter of its traffic calming initiative which introduced the Quiet Lane 20mph areas.

"I was walking my dog along from Winstone's Ice Cream towards Swell's Hill," he said.

"A car came towards me, on a bend. He got out of the car and there was an altercation."

Mr Miskin said that, in a broader context, the situation served to emphasise the official nature of the zones.

Many people mistakenly believed them to be advisory, he said.

However, diversity services director Mr Miskin said: "It is a compulsory zone.

"The parish council worked with Gloucestershire County Council.

"Quiet Lanes are mandatory. Walkers take priority over horse riders, over cyclists and, last of all, come cars."

He added: "It began when we were trying to get more people to walk to school.

"We were trying to reclaim the streets for people. It is a self-fulfilling prophecy.

"The more people you find on the streets the more people you expect to see so the idea is the slower motorists should go."
