Former Scotland back-rower Hogg will leave Kingsholm after seven seasons with the Cherry and Whites, with Worcester buying him out of the final year of his Gloucester contract.
Gloucester rugby director Nigel Davies hailed Hogg's Kingsholm impact, especially in stabilising the club in the wake of the huge fallout at the end of the Bryan Redpath era last summer.
