A WATCHDOG has defended its ability to check on the work of spies at GCHQ.
Bosses at the Interception of Communications Commissioner Office are due to publish their annual report on the Cheltenham spy base.
And they have insisted they will be reporting to the Prime Minister over claims that the facility had been illegally monitoring emails.
