Roads are busy along the A38 Eastern Avenue Gloucester between the A4302 Metz Way Traffic Lights and A417 Barnwood Road.
There are also jams along A4019 Swindon Road in Cheltenham between the Royal Mail building and The Cotswold Inn.
Congestion is also causing problems on A46 Bath Road around Cheltenham College.
Traffic was building earlier on A46 Albion Street in Cheltenham town centre around the St James Street junction but has since cleared.
