Fears that hanging baskets will drop on shoppers heads have been raised in Coleford.
Town councillors learnt on Tuesday night that brackets for town centre hanging baskets were becoming unsafe.
The council's handyman Ian Pritchard warned that the baskets could become a safety hazard.
Only hanging baskets in St John's Street would be installed this year.
Mayor Sue Merrikin said: "There is a fear that with the water and soil they could become unsafe and come off the wall."
Flower beds will instead be improved. New fruit trees and herbs will be planted as well.
