People on the planning committee in Cheltenham might soon have to undergo training to understand the new changes in the planning process.
It will affect existing members on the borough council.
Paul Fong, from Hunter Page Planning, a specialist planning firm in Cheltenham said it could be costly for the council if councillors are not aware of the new regulations.
He said: "There is a council in this county where members are now asking why they have lost so many appeals and the only reason that is occurring is because they do not understand the requirements of growth that the government has now put upon them.
"It is now essential that the county and district fully understand what the frame wants and indeed what this government wants."
