Two dogs have been found dumped by the roadside on one of the coldest nights of the year.
They were picked up by the Forest of Dean District Council's street wardens after being left in their baskets on a track in Littledean.
The Rottweiler and Staffie crossbreed were dumped with their basket, blankets, food, pet care items and even their toothbrush beside a track in Littledean.
It is believed they were dumped during Monday night or early Tuesday morning and the bags with them were frozen.
The wardens rescued the shivering animals and took them to a kennels to recover.
Street warden Damion Collins said: "Both dogs were in a really healthy condition but were very nervous and confused when we found them. All their pet care, worming treatment, everything you could need to look after the dogs was with them.
"This is the first time we've ever been called to pick up a dog that has so obviously been abandoned.
"It was so sad to see – the Staffie was shaking when we picked them up. It was heartbreaking because the Staffie was just sitting in the basket waiting for somebody who was never coming back.
"With it being Christmas soon this highlights the responsibility and costs of owning a dog."
Richard Hunt contacted the wardens about the dumped animals.
He said: "The Staffie was shivering terribly. Both these animals looked like they had been really well looked after. I can't see why anyone would do this. You hear about incidents like this at Christmas."
Councillor Terry Hale, cabinet member for the community, said: "Stories like this are heartbreaking, even more so in the cold weather we have been experiencing.
"It is lucky these dogs were discovered and reported to our Street Wardens so they could be cared for and recover from the ordeal."
The street wardens are appealing for any information about the dogs.
